Add a global read role

      To make the user experience better out of the box for instances that allow their users to see anything but not change anything it would be nice to provider a 'global read' role

      This would have:

      Overall/Read
      Overall/SystemRead
      Job/Read
      Item/ExtendedRead
      Computer/ExtendedRead
