With change made in JENKINS-63002 the tab styles now look consistent with previous deployments when it comes to longer tab names and having many tabs. 

With longer tab names it wraps the name and adjusts the height of the tabs to be different heights for every tab.

With many tabs it produces a scroll bar under the tabs and forces the users to have to scroll to the right to get to the appropriate tab.
