Jenkins global configure page is broken by Openstack Heat Plugin

      Jenkins (2.277.3) configure page UI is broken due to the presence of 'Openstack Heat Plugin 1.5 or 1.4', apply and save button also don't work.

      If i do remove this plugin then configure page start working fine.

      This plugin does not have any problem with Jenkins 2.263.4.
