Once JENKINS-65889 is implemented, there needs to be a way to advance a pipeline without manual interaction for any CM in a Waiting state.

This step should allow for automatic advancement or pause the pipeline as the current Pipeline Step Execution step does until action is taken by a user to advance the pipeline.
