CHANGE_ID should be set for GitHub branch builds discovered via "Only branches that are also filed as PRs"

      For the GitHub Branch Source plugin, currently the branches discovered don't have the CHANGE_ID environment variable (or other change-request-related env vars) set. 

      It would be great if the appropriate vars were set when such branches are discovered with the "Only branches that are also filed as PRs" strategy were selected, since we'll always have a PR available in that case.
