Setup wizard doesn't progress after having failed a plugin installation

      If the installation of a plugin fails (e.g. network timeout, or just because we suspended distribution of publish-over-ssh and you select it for installation), even after retrying the download, or deselecting the offending plugin, and everything being fine then, the wizard doesn't progress from the "progress window" with the tiles to the "set up admin user" screen afterwards.

      Workaround is to reload the page, but that's not obvious to users.
