It's pointless for the setup wizard to even offer unavailable plugins for installation, there'll just be a totally predictable error message on the next screen. They should be filtered out.

Additionally, consider removing plugins with unsatisfiable (transitive) requirements, e.g. if installing an older Jenkins core and update site infra has moved beyond.
