When commenting a new 'test this please' on an open PR the build does not run.

The comment shows up in the log (attached)

And the PR gets bot comments (attached)

But the job does not rerun.

There are two jobs that run on this repo in this instance. Neither job retrigger with a TTP. I can't reliably reproduce on other repo PR jobs, though their configs are the same (except repo used) and this only just started happening.
