Steps to reproduce

• Install the latest Jenkins weekly (at the time of this writing, 2.346).
• Go through the setup wizard, installing all suggested plugins.
• Go to the plugin manager and look at the available plugins.

Expected results

I would expect to see either the entire list of plugins, or a subset of the list with pagination to allow me to page forward or backward through the entries.

Actual results

I see a subset of the entries with no indication that there are more entries beyond the entries that are being shown.
