Breadcrumb elements without link have link-like behavior (hover + active style)

      Encountered in https://github.com/jenkinsci/jenkins/pull/6126 but independent of that PR:

      l:breadcrumb has an optional href attribute, so it is expected for not every breadcrumb to be a link. Yet, non-linking breadcrumbs have link-like behavior (hover + active style), see attached screenshots.
