`ignoreFailedBuilds: false` does not show charts without at least one passed build

      This is a follow-up issue, as suggested by drulli: JENKINS-59960

       

      In short:

      wngp does not show charts for jobs where all builds are failed (in other words, no passed build), even if `ignoreFailedBuilds` is set to 'false'.
