Make user interface of plugin uploads more robust

      When I am trying to upload a plugin from a given URL (I tried the RC of the Git plugin https://ci.jenkins.io/job/Plugins/job/git-plugin/view/change-requests/job/PR-1373/lastSuccessfulBuild/artifact/org/jenkins-ci/plugins/git/5.0.0-rc5167.b_a_089575e15d/git-5.0.0-rc5167.b_a_089575e15d.hpi) then Jenkins fails with a generic meaningless error page. It would be rather helpful if the actual error message would be shown to the user so that the user can reenter the wrong value.

      Expected:

      Error: The entered URL does not exist or you are not allowed to access that URL.
