Adopt Actions concept from Build Promotion plugin so that pre and post build steps can do more sophisticated actions

    Description

      Currently, the release plugin can only execute build steps as pre and post steps of the build. A more robust mechanism is implemented in the build promotion plugin where it allows actions such as emails, additional hudson job builds, javadoc archiving, etc.
