Users are unable to create new "My Views" without Item/Read on any job (regression in 2.360)

      https://github.com/jenkinsci/jenkins/pull/6703 removed the sidepanel link without a replacement elsewhere. Users unable to see any jobs no longer have a link to /me/my-views/newView.

      Fairly minor since most views are limited to showing jobs, but still, seems unintentional.
