f:hetero-list attribute 'hasHeader' no longer works (regression in 2.335)

    Description

      https://github.com/jenkinsci/jenkins/pull/5923/files#diff-e797cfed72399ef0922f3013fdc86c0e65aa0e391c9722b5492361f40208497cL85 removed the conditional rendering of the header of f:hetero-list entries.

      Additionally, the combination of hasHeader="false" disableDragAndDrop="false" results in the rendering of a drag handle next to the header that doesn't work.
