High CPU load in sign-in animation (regression in 2.404)

      The login screen with the animated background constantly consumes 100% CPU of 1 of my 16 logical cores. That slows down the browser enough that typing the user name and password has a very notable delay between pressing a key and actually seeing a character on the screen.

      The CPU usage is stopped when that's not the active window, so please be aware when debugging or measuring.

      That's on Firefox 112, Windows 10, with 4K resolution.

          For me the GPU goes to 100% in firefox (according to process explorer), CPU has nothing to do.

          Chrome is also going up but not so much

          We are also experiencing this issue in our team. For us, it's of major concern since multiple developers are complaining about unresponsive browsers when the revised login screen is present.

          I did therefore bump the priority: For us, the issue is relevant enough to consider a downgrade or internal patch.
