When creating an organization folder linked to an Github organization, the organization webhook is not created.
After first scan, repositories are created in Jenkins and repositories webhooks are created in github but not the organization one.

But when modifying the Jenkins's organization configuration, for example by adding a repository filter, at the save the organization webhook is created.

Expected behaviour : the organization webhook must be created at jenkins organization folder creation, not after first modification.
