[timestamper-plugin] sticky/float the timestamps settings when scrolling

      This is a feature request to make this section float and always be in view when scrolling. Currently it goes out of view on scrolling and I sometimes am in the middle of a long scroll and want to copy/paste something without timestamps and I have to scroll to the top and then change the setting then find my place again to copy it out.
