After upgrading to the v3 version of the Matrix Authorization Strategy plugin, the Project-based Matrix Authorization Strategy settings lose some of the user/groups on restart of Jenkins. Groups with Administer privileges seem to be kept between reboots, but groups without Administer privileges just get dropped. I have had to downgrade the plugin to v2.6.x on multiple Jenkins instances to keep this problem from reoccurring.
