Running builds have an empty duration tooltip in the build history widgets

      https://github.com/jenkinsci/jenkins/pull/4453 adds an empty tooltip for running builds.

      This was fairly difficult to see at the time, when tooltips appeared below the pointer, but is far more noticeable today.

          I came here whilst searching for this exact issue.

          But the PR that "fixes this" https://github.com/jenkinsci/jenkins/pull/8972 says it is obsolete by the fix for JENKINS-71148 but the comment above confuses me.  danielbeck is there something to do here - are you expecting the code to throw an exception if `null` is provided as a toolip or something else.  It's not clear to me.

          No. When these comments were posted, #8975 did not yet exist.
