We have configured our pipeline jobs to use a particular label which is defined in the clouds section.

We are randomly seeing that while provisioning a new VM, the Jenkins job prints all the available labels and waits. This wait varies from 20 minutes to 1 hour 30 minutes.

There are some jobs which get the VM in a few minutes (1-3 minutes ).

There is nothing in the console log, Jenkins log or GCP logs. 

Could not explain what the time is spent in and it is very random.
