Rewrite the schedule downstream builds logic to be cleaner and more sensible

      The current schedule downstream builds logic was copied from the maven projects and is a little convoluted and sometimes results in unexpected behaviour.

      Would be good to do a complete rewrite from scratch using the newer Hudson api's.
