Update site warnings monitor claims updates are unavailable when limited to newer core

      UpdateSiteWarningsMonitor currently claims updates are unavailable if they require a core update. That should be distinguished in the message from truly unavailable, even after https://github.com/jenkinsci/jenkins/pull/7362.
