The Badge on the Manage Jenkins link does not correctly reflect the severity of Administrative monitors.

For example we have a controller that failed to start listening on the JNLP (sic) port. this is shown as a danger in the monitor, however the badge only displayed an "orange" blip.

JNLP listening is fundemental to the functioning of many agents and as such this should ring alarm bells. however this fact got lost due to some other (temporarily expected and non important) administrative monitors.

The badge should represent the severity of the highest severity admin monitor (or security issue) rather than just danger for security and warning for all others.
