When using the Matrix Authorization Strategy plugin, granting Job/Create
without Job/Configure allows users to start job creation but results in
an authorization error when saving.

However, the job may still appear in the dashboard, which is confusing
and appears like a bug.

This behavior is expected Jenkins behavior but is not clearly documented
in the Matrix Authorization plugin documentation.

Proposal:

• Document that Job/Create only starts job creation
• Job/Configure is required to save or modify jobs
• Job appearing after an error is expected behavior
