[JENKINS-36066] Credentials visibility

Scan Credentials and Checkout Credentials fields are filtering credentials defined only at top Jenkins level.

Folder bounded credentials are not visible.

depends on

JENKINS-36160 Credentials defined in the folder should be available to the folder

is duplicated by

JENKINS-36196 Organization folder and multi-branch projects should support folder-level credentials

This needs to be revisited once ~~JENKINS-36160~~ is fixed (maybe nothing to fix here).
