Improve layout of global security matrix-based security

      In the matrix-based security section of the global security configuration, it would be so helpful to be able to see the security categories at the bottom of the list of users/permissions since new users are added to the bottom. We have a long list and trying to scroll up and down to figure out which permissions I am granting is very error prone.
