Ability to use environment variables in SNS topic name

      This is similar to https://issues.jenkins-ci.org/browse/JENKINS-31669 (which is for the MQTT notifier plugin). It would be nice to be able to use an environment variable to derive the SNS topic name rather than requiring it to be static.
