Ability to exclude commit author (system user) from triggering builds

      Need ability using github branch source plugin to ignore commits globally, and perhaps per project and/or branch, to not trigger on commits by specific author/committer id.  Jenkins jobs that update pom.xml or gradle build with new SNAPSHOT version number are retriggering builds.

          This really is a MUST HAVE. Not only for specific authors, but probably also for specific commit messages (I somewhere saw the convention of [ci-skip])
