Switch Java 10 and 11 branches to experimental UC by default

      We have several plugin requiring the Experimental Update center to run with Java 10: Git Client, JCasC and Soon Pipeline: Support.

      I propose to just switch the default UC to experimental so that it simplifies the Quick Start for early adopters
