Our plugins can use the `js-lib` based handlebar npm package `jenkins-handlebars-rt` and then use it via `js-module`, since creating a new handler for the `js-builder` leads to problems in updating the underlying build system a working solution is to deliver version 4 with `handlebars:handlebars3`
