Execute Shell build steps start with a fairly low height. This height is lower than the minimum height that it can be resized to, so touching the resize handle doubles the element height immediately.

Kind of a regression, because resizing up to 2.320 didn't have such a large minimum height (and from 2.321 through 2.356 it was completely broken).
