Wrong characters on all over jenkins windows menus and texts

      Jenkins Windows upgraded from LTS to nightly

      After upgrade jenkins Windows from LTS version 2.346.3 to nightly 2.366, all the accented characters (portuguese brazilian language here) are wrong. I didn't change any setting, just upgrade and instantly get the wrong characters. For example Users menu have to be "UsuƔrios" and not this strange characters.
