Steps to reproduce:
- Have a plugin installed and disabled, e.g. https://plugins.jenkins.io/jdk-tool/
- Select to update it
- Thanks to a bug in
JENKINS-34494, it will be enabled during update - Disable it again
- Restart Jenkins
Expected result:
- Ideally step 3 should not enable it if it's not a dependency of an enabled plugin
- But ultimately it should be updated
Actual result:
- Neither is the case
