Steps to reproduce:

1. Have a plugin installed and disabled, e.g. https://plugins.jenkins.io/jdk-tool/
2. Select to update it
3. Thanks to a bug in JENKINS-34494, it will be enabled during update
4. Disable it again
5. Restart Jenkins

Expected result:

• Ideally step 3 should not enable it if it's not a dependency of an enabled plugin
• But ultimately it should be updated

Actual result:

• Neither is the case
