[JENKINS-69628] Use new UI in lockable resources plugin

The lockable resources status table needs to be modernized based on the table recommendations from the Jenkins design library plugin.

Expected result

Lockable resources status table looks like other Jenkins tables

Lockable resources status table is difficult to read and not consistent with other Jenkins tables.
